<P>PROBLEM TO BE SOLVED: To autonomously perform parameter adjustment so as to maintain communication of a repeating device when starting operation of a newly installed base station in a radio communication system composed of repeating devices and base stations. <P>SOLUTION: In the radio communication system, the newly installed new base station transmits a radio signal while increasing transmission output, and the repeating device, when detecting the radio signal from the new base station, transmits a signal indicating the detection of the radio signal to an existing base station being connected. When receiving the signal indicating the detection, the existing base station reduces the radio signal transmission output of the existing base station to a minimum transmission output capable of maintaining communication with one or more repeating devices connected to the existing base station and adjusts a parameter of transmission output so that the minimum transmission output is set as the transmission output.
