<P>PROBLEM TO BE SOLVED: To provide references for extracting images to be used from a group of many images and evaluating the images by repeating simple operation. <P>SOLUTION: Images are subjected to three-step determination on "to be used", "not to be used", and "to be reserved". After all the images are determined, the images determined "to be reserved" are subjected again to the three-step determination.
