The disclosed video encoding device (2) is provided with a side information determining unit (21) and a side information encoding unit (22). The side information determining unit (21): sets the quantization parameters of each macroblock in a manner so that the difference of quantization parameters becomes one of n difference values for each pair comprising two macroblocks of which the coding order is sequential; and for each pair, converts the difference of quantization parameters to any of n indices. The side information encoding unit (22) generates, from the indices, binary sequences having lengths corresponding to the magnitude of the absolute value of the indices. Furthermore, the n indices have a smaller sum of absolute values than that of the n difference values.
