<p><P>PROBLEM TO BE SOLVED: To provide a packet transmitter and a packet transmission program preventing header compression efficiency of packets and transmission efficiency of data from being reduced when transmitting a plurality of flows with different packet transmission rates. <P>SOLUTION: The packet transmitter 1 transmits packets in either a compression mode of compressing the header of the packet or a non-compression mode of not compressing the header for each flow for transmission when a packet transmission rate indicating the number of packets to be transmitted per unit time is different by flow including the packets.
