PURPOSE: An initial rainwater separating assembly and a pollution material handling system for initial rainwater are provided to separate and purify only initial rainwater comprising pollution materials if it rains and to enable rainwater to smoothly move along a drain pipe if the amount of rainfall increases. CONSTITUTION: A pollution material handling system for initial rainwater comprises a drain pipe(P), an assembly(10), a purifying filter(150), and a purifying tank(200). The drain pipe guides rainwater if it rains. The assembly is installed on the drain pipe and guide initial rainwater to a discharge pipe(100). The assembly opens the drain pipe and makes smooth movement of rainwater if the amount of rainfall becomes a given level after initial rainwater is discharged. The assembly consists of a rotating shaft(40) and a double plate. The rotating shaft is installed on the drain pipe. The double plate rotates around the rotating shaft.
