The plate (3) has an insulator element (19) which is placed in a foot (F) of the rail to be fastened and a spring element (13) acts on the foot of the rail through the insulator element. The insulator element is mounted on the guide plate, and is freely pivoted about the guide plate from a pre-mounting position to a mounting position. An independent claim is included for system for fastening rail to base.
