PURPOSE: An electric vehicle charging system and a providing method thereof are provided to economically and efficiently charge an electric vehicle by flexibly charging a plurality of electric vehicles according to their charging information. CONSTITUTION: The power state and the price information of a city power net are delivered to a power management apparatus(11). The power management apparatus transfers power use information to a charging scheduler(12) and an accounting apparatus for charging(13). The accounting apparatus for charging determines a charging fee and a parking fee according to a vehicle charging schedule. A negotiator(14) compares the power state and the price information with time and selects a favorable outside power client. A charging apparatus(15) is composed to perform double-way power supply with a power storage(50) and the battery of an electric vehicle.
