PURPOSE: An apparatus and method for coding and decoding images using skip coding are provided to improve coding and decoding performance by omitting a residual signal generated by a difference between an original image signal and a predictive signal from a coding target. CONSTITUTION: An image coding apparatus filters a restoration signal which is restored before a coding target signal(410). The image coding apparatus generates a predictive signal of the coding target signal(420). The image coding apparatus sets the generated predictive signal as the restoration signal of the coding target signal. The image coding apparatus generates a residual signal based on the difference between the coding target signal and the predictive signal(430). The image coding apparatus does not code the residual signal(440).
