PURPOSE: A railway fastening apparatus for a roadbed is provided to improve safety and work efficiency by rapidly repairing a railway using a fastener and a control pad. CONSTITUTION: A railway fastening apparatus for a roadbed comprises a base plate(100), a control pad(200), and fasteners. The base plate is fixed to a sleeper(3) using spike screws(5). A rail(7) is placed on the top center of the base plate. The base plate comprises a control pad mounting unit, fastening units(130), and multiple screw holes(170). The fastening units are formed in both sides of the control pad mounting unit. The control pad is inserted between the base plate and the rail. The fasteners fix the bottom of the rail placed on the base plate.
