<P>PROBLEM TO BE SOLVED: To provide a secondary battery high in productivity, output power and safety and its manufacturing method. <P>SOLUTION: On a negative electrode or positive electrode, a separator composed of a porous membrane having ion liquid, an electrolyte and surface-modified cellulose is formed. Since the separator contains ion liquid and a supporting electrolyte at the time of its formation, it can form a porous membrane with improved interface with the electrolyte in advance, thereby shortening the permeation time of the electrolyte into the separator.
