<P>PROBLEM TO BE SOLVED: To reduce energy consumed in a wet development method. <P>SOLUTION: A wet image formation device 1A comprises: a charging device 11 which charges a surface of a photoreceptor drum 10; an exposure device 12 which forms an electrostatic latent image on the charged surface of the photoreceptor drum 10; a liquid development apparatus 14 which uses liquid developer to develop the electrostatic latent image on the surface of the photoreceptor drum 10; and a first transfer roller 20 and a second transfer unit 4 which transfer a developed image to a recording medium.
