One embodiment of the present invention relates to a technique for encoding a multi-plane image, which adaptively determines the order of encoding planes in accordance with the characteristics of an inputted image, and encodes the multi-plane image. An apparatus for encoding a multi-plane image comprises: a plane encoding order determining unit which adaptively determines, on the basis of encoding costs, the order of encoding a plurality of color planes inputted by a predetermined unit; and an encoding unit which encodes the plurality of color planes, inputted by the predetermined unit, in accordance with the determined order. The apparatus of the present invention adaptively determines the order of encoding planes in accordance with the characteristics of an inputted image, and encodes the multi-plane image, and therefore provides further improved encoding efficiency as compared to conventional apparatuses which encode images in a fixed order, and provides further improved encoding efficiency, particularly when predictions on the planes are performed.
