<P>PROBLEM TO BE SOLVED: To prevent a bag body from being directly in contact with an interior wall of a hole and worn away when pulling the bag body into the hole drilled in the soil. <P>SOLUTION: A bag body 2 is filled with a hardening material under pressure and is inserted into a hole drilled in the soil. The bag body 2, in the cylindrical shape with one end closed and the other end open, is folded in a certain shape in the width direction along a long side or kept in rolled up condition, which is released to expand when a filling material is injected from the open end under pressure.
