Provided is an information processing device, wherein an appropriate decision criteria can be obtained so that more data having a high degree of requirement for look-ahead can be selected earlier. The information processing device is provided with a use data prediction unit which predicts use data which will be used by a terminal in the future on the basis of action plan information wherein an action of the terminal user is predicted, and outputs use data identification information which identifies the predicted use data; a communication status prediction unit with which the terminal predicts a communication status in the situation indicated by the action plan information on the basis of the action plan information and communication environment information regarding a communication environment of the terminal, and outputs the predicted communication status information; and a look-ahead requirement calculation unit which calculates a degree of look-ahead requirement for respective use data on the basis of the use data identification information and the predicted communication status information.
