<p>This invention is directed to provision of a wireless communication system, a management apparatus, a wireless communication method and a wireless communication program whereby the radio resources can be prevented from being occupied at all times and whereby random accesses can be prevented from conflicting with one another. According to one solution of this problem, when a base station apparatus is random-accessed by a mobile terminal apparatus, a management apparatus, which manages the base station apparatus, determines whether a dedicated access slot, which is different from an access slot arbitrarily used by the mobile terminal apparatus, has been allocated to the mobile terminal apparatus. If the management apparatus receives a priority notification to the effect that the mobile terminal apparatus, which is a communication destination of the base station apparatus, is a priority terminal that has been decided as a terminal that can communicate with the base station apparatus on a priority basis, then the management apparatus selects a dedicated access slot that has not been allocated yet. The base station apparatus then allocates, to the priority terminal, the dedicated access slot selected by the management apparatus. The mobile terminal apparatus then random-accesses the base station apparatus by use of the dedicated access slot allocated by the base station apparatus.</p> |
