PROBLEM TO BE SOLVED: To appropriately control a voltage of an overall distribution system.

SOLUTION: A voltage control apparatus 101 of a distribution system performs voltage control of the overall distribution system by controlling a plurality of devices for controlling voltages of reactive power at a plurality of control target points in the distribution system. A measurement information detecting section 1 acquires measurement information at the respective points in the distribution system at fixed time intervals through a section switchgear including a measuring instrument. A control order determining section 2 divides the distribution system into a plurality of groups based on a system configuration of the distribution system and determines a control order of the plurality of devices so as to start preferential control from a device belonging to the group closest to a power source among the plurality of divided groups. A controlled variable determining section 3 individually determines a controlled variable of the plurality of devices in accordance with the control order determined by the control order determining section 2 on the basis of the measurement information at each point acquired by the measurement information detecting section. A controlled variable transfer section 4 individually transfers to the plurality of devices the controlled variable determined by the controlled variable determining section 3 in accordance with the control order determined by the control order determining section 2.
