<P>PROBLEM TO BE SOLVED: To provide an air-conditioning controller in which an energy saving property in whole air-conditioning elements are improved when one air-conditioning object space is air-conditioned by a plurality of air-conditioning elements. <P>SOLUTION: Air-conditioning controllers 1, 101, 201, 301 includes specifying sections 12a, 112a, 212a; determining sections 12c, 112c, 212c, 312c; and operation control sections 12b, 312b. The controllers control the operation of the plurality of air-conditioning elements IU1 to IU9. The plurality of air-conditioning elements perform air-conditioning of air-conditioning object space S in cooperation with one another. The specifying sections specify the pattern of operation setting of the plurality of air-conditioning elements. The determining sections determine whether or not energy is saved in whole air conditioning elements when operation setting of one part of air-conditioning elements out of the plurality of air-conditioning elements is changed, or whether or not energy is increased.
