<P>PROBLEM TO BE SOLVED: To provide a flow measuring device for powder particles that is capable of easily detecting an intermediate flow state before the flow stops. <P>SOLUTION: The flow measuring device includes: a main electrode 21 that is provided so as to project into a transportation route 2 where powder particles are transported by fluid transportation; a ground electrode 6 that covers at least the root part of the main electrode 21 through an insulator 24 that covers the entirety or a part of the main electrode 21; and a detection control part 10 that detects concentration of powder particles in the transportation route 2 by using both electrodes based on electric charge of charged powder particles 3a.
