The method involves reshaping anti-rotation elements (7) to a spreading part e.g. expansion sleeve (3) and/or spreading body, to form an expansion anchor with a shaft. The anti-rotation elements are formed with a material-deforming tool (8), which acts at two opposed sides of the spreading part in a tangential manner, where the spreading part is made from metal. The anti-rotation elements are formed opposite to each other with the material-deforming tool that comprises circular-shaping face surfaces. Shaping depth of the material-deforming tool is adjusted.
