<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus, with a small and inexpensive constitution, capable of forming an image that alteration or forgery is hardly performed on. <P>SOLUTION: A developing unit 2C is one of developing units 2Y, 2M, 2C each containing a yellow toner, a magenta toner and a cyan toner. And the 2C is replaced by a developing unit 2U which contains a transparent fluorescence color toner. A document image is expressed with black and a specified color within a range of reproduced colors which are determined by two visible toners of colors except black.
