An invention is described that enables a vehicle's electrical energy storage devices to charge in parking areas in which components of this invention are installed. The amount of energy consumed, combined with the amount charged are the components of a transaction. An embodiment allows the vehicle owner to have the cost of the energy consumed charged to his home electric bill. Another embodiment allows the vehicle owner to have the cost of the energy consumed charged to his home electric bill by recording his personal identification number at a kiosk or other input device co-locate at the parking area.
