<P>PROBLEM TO BE SOLVED: To provide a light-emitting element mounting substrate having a reflection layer of high light reflection rate and small lowering of reflection rate due to corrosion, and featuring an improved light extracting efficiency and heat dissipation property and a light-emitting device using the same. <P>SOLUTION: A light-emitting element mounting substrate includes a substrate body that has a mounting plane on which a light-emitting element is mounted, a reflection layer which is formed on part of the mounting plane of the substrate body and contains silver, and a glass insulation layer composed of ceramic filler and glass formed on the reflection layer.
