<P>PROBLEM TO BE SOLVED: To provide an ideal water leakage preventing sheet for water supply and drainage pipes which is composed of a combination of a PTFE obtained by emulsion polymerization and a water absorbing resin and a packing composed of the sheet. <P>SOLUTION: The water leakage preventing sheet is in the form of a sheet having a continuous layer of PTFE particles molded by paste extrusion molding of mixed powders of a PTFE emulsion polymerization powder and 20-60 wt.% water absorbing resin powder and a discontinuously interspersed water absorbing resin powder.
