PURPOSE: A call target controlling apparatus and method thereof are provided to receive an emergency call by restricting or permitting the call of a specific target according to the location/time of a specific user. CONSTITUTION: A telephone call policy setting unit(102) sets up a telephone currency policy in which a telephone call of a specific target is permitted or restricted according to specific location/time of a specific user. A location/time determining unit(104) determines the location/time of a terminal according to input location data and time information. A call determining unit(105) determines whether to permit a call according to the telephone call policy corresponding to the location/time of the terminal. A call data input/output controller(106) controls the input/output operation of voice/video call data.
