<P>PROBLEM TO BE SOLVED: To optimize a transmission frequency for a user device to transmit a state transition request signal requesting transit to a power-saving state, after completing transmission and reception of data signals. <P>SOLUTION: A control device in a mobile communication system comprises a management unit (151) which manages a resource usage state of the mobile communication system and a determination unit (152) which determines, based on the resource usage state, a timer value which defines a frequency for a user device to transmit a state transition request signal in order to transit to a power-saving state after the user device has completed communication of data signals.
