PROBLEM TO BE SOLVED: To automate processing related to master and slave substrates to improve efficiency of processing related to the master and slave substrates and reduce artificial errors and the like.

SOLUTION: A paneling design apparatus for arranging a slave substrate on a master substrate comprises: slave substrate designation means for designating a plurality of slave substrates; arrangement position candidate generation means for generating a plurality of arrangement position candidates when a plurality of slave substrates designated by the slave substrate designation means are arranged on the master substrate; arrangement position candidate presentation means for presenting the plurality of arrangement position candidates generated by the arrangement position candidate generation means; and slave substrate occupancy ratio calculation means for calculating a ratio of a slave substrate to the master substrate for each of the arrangement position candidates presented by the arrangement position candidate presentation means.
