PROBLEM TO BE SOLVED: To provide an image processing device, etc. that can prevent image quality degradation caused by decrease in luminance even when the lighting time of display elements is shortened.

SOLUTION: An image processing devise controls a frame rate for image data corresponding to each dot forming a display image, and comprises: a frame rate generator for generating the frame rate for the dot according to the gradation difference between the dot and at least one of the dots surrounding the dot; and a frame rate controller for controlling the frame rate for the image data in dot unit based on the frame rate generated by the frame rate generator.
