<P>PROBLEM TO BE SOLVED: To accurately estimate the degree of resource congestion. <P>SOLUTION: Provided is a packet information accumulating part 5 accumulating packet information, a packet time calculating part 7 calculating occupation time of the packet, an individual time occupation ratio calculating part 9 accumulating the calculated occupation time of the packet for each set of originator address and destination address, a sequence managing part 11 managing the sequence number of the packet and retransmission flag information, a packet error rate calculating part 13 calculating a packet error rate which indicates a ratio of received packet to unreceived packet using the sequence number of each packet, a complementary coefficient adjusting part 15 adjusting a complementary coefficient which complements occupation time of unreceived packet based on the calculated packet error rate, a time occupation ratio calculating part 17 calculating a time occupation ratio per unit time as the degree of resource congestion by complementing the calculated occupation time with the complementary coefficient. <P>COPYRIGHT: (C)2012,JPO&INPIT |
