<P>PROBLEM TO BE SOLVED: To provide an alkali battery cathode binder superior in maintenance of a discharge characteristic (discharge amount and discharge time) for long time and to provide an alkali battery using the binder. <P>SOLUTION: The alkali battery cathode binder includes a crosslinking polymer (A) setting water soluble vinyl monomer (a1) and/or vinyl monomer (a2) and crosslinking agent (b) as essential components. The crosslinking agent (b) includes hydrolysis crosslinking agent (b1) which hydrolyzes in an alkaline state, and the weight of (b) is 0.05 to 2 wt%. The weight of (b1) is 0.01 to 2 wt% and the binder includes the following requirements (1) and (2). Requirement (1): 40 wt% potassium hydroxide solution absorption magnification ratio of the binder is 5 to 80 g/g. Requirement (2): 98 pts.wt. of 40 wt% potassium hydroxide solution and 2 pts.wt. of the binder are agitated, mixed and prepared.
