PROBLEM TO BE SOLVED: To provide a panel heater whose outside dimension can be made small while the size of an area DA through which light made incident on a transparent heat generating layer can be transmitted is maintained. SOLUTION: In the panel heater 1, the transparent heat generating layer 3 comprises a first transparent heat generating layer 3a formed on the front surface 2a of a transparent substrate 2 and a second transparent heat generating layer 3b formed on the rear surface 2b of the transparent substrate. A wiring substrate 4 has a base end electrode layer and a connection electrode layer and bent between a first connection electrode layer 5a connected to the first transparent heat generating layer 3a and a second connection electrode layer 5b connected to the second transparent heat generating layer 3b. Sum total sectional area of the first and the second connection electrode layers 5a and 5b in the width direction of the wiring substrate 4 is equal to or smaller than the sectional area of the base end electrode layer 5c in the width direction of the wiring substrate.
