PURPOSE: A process for manufacturing a preform for high intensity insulation and sound absorption is provided to avoid the generation of poisonous gas and to ensure light weight and excellent warm-keeping properties. CONSTITUTION: A process for manufacturing a preform for high intensity insulation and sound absorption comprises the steps of: producing a phenol solution by mixing the liquefied phenol into distilled water; creating a compound by mixing polyvinyl alcohol, starch, dispersing agent, glycerin, propylene glycol, antifoaming agent, foaming agent, formaldehyde, acid materials, and phenol solution into distilled water; forming a perform by injecting the compound into a mold; and washing and neutralizing the perform.
