PURPOSE: A concrete mixer with a discharger is provided to produce concrete with high quality by uniformly mixing specific concrete materials. CONSTITUTION: A hydraulic construction apparatus(10) includes a moving unit(2). A rotation drum protection case(30) is mounted in both sides and the center of a horizontal bracket(20) as an angle adjustment unit. A mixing and rotating drum(50) is rotatably installed in the rotation drum protection case as a rotating unit. The mixing and rotating drum receives fluid materials and solid materials. The mixing and rotating drum mixes and discharges the materials.
