PURPOSE: An organic electro-luminescent device is provided to remarkably reduce a driving voltage by including a doped and mixed organic layer in a pyrazine derivative. CONSTITUTION: A hole implanting layer is formed on a first electrode. A mixing organic layer, which includes a pyrazine derivative, is formed on the hole implanting layer. A hole transporting layer is formed on the mixing organic layer. A light emitting layer, which includes a phosphor, is formed on the hole transporting layer. An electron transporting layer and an electron injecting layer are formed on the light emitting layer. A second electrode is formed on the electron injecting layer.
