<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing an electromagnetic wave shielding filter capable of preventing dark room contrast from being deteriorated by a conductor pattern layer tinged with white by silver particles, and the electromagnetic wave shielding filter. <P>SOLUTION: In this electromagnetic shielding filter 10, a plate having a rough surface fcp on the inside of the recessed groove 32 of a printing surface is used as an intaglio 31 for printing and forming a conductive composition layer 3 by a conductive composition containing conductive particles and a resin binder, and a rough face fc is formed on the surface of the conductor pattern layer simultaneously with printing as the conductor pattern layer 2 on a transparent substrate 1. Or, after coating the rough surface in the recessed groove with a coating resin composition, the conductive composition is filled in the space of the remaining recessed groove and printed, and thereby, the rough surface of the conductor pattern layer is formed on the surface of the conductive composition layer as the surface of the coating resin layer in which the coating resin composition is solidified on the surface of the conductive composition layer. Mirror reflection light Lm of external light La is reduced by the rough face.
