<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing a pneumatic tire and the pneumatic tire improved in on-ice braking performance especially in the beginning of the use of the tire. <P>SOLUTION: When vulcanizing and molding an un-vulcanized and extruded rubber sheet 1 forming tread rubber, a part of the un-vulcanized and extruded rubber sheet 1 is covered with a masking sheet 3, and a part of a tread surface 11 is irradiated with electron beam from an electron beam irradiation apparatus 2, and then, the rubber sheet is vulcanized and molded, and a grounding surface of the tread rubber is formed.
