<P>PROBLEM TO BE SOLVED: To allocate a maximum band of each mobile station in consideration of band information of a radio section. <P>SOLUTION: A gateway 2 allocates a maximum band per unit of terminal or per unit of terminal and service between a base station 4 and a terminal 6 and between the base station 4 and the gateway 2, based on radio section band information such as receiving intensity of each terminal 6.
