<P>PROBLEM TO BE SOLVED: To provide means for allowing secure enclosing of a dispersing liquid that contains electrophoretic particles into cells by a simple method even if an enclosing liquid incompatible with the dispersing liquid is used when the dispersing liquid containing the electrophoretic particles is enclosed into the cells. <P>SOLUTION: When a dispersing liquid 14 having electrophoretic particles dispersed in a hydrophobic dispersant is being enclosed in a plurality of cells 13 of a cell matrix 10 that comprises the cells 13 spatially divided by a plurality of partitions 12, a liquid film 16 of a sealing liquid 17 having a water-soluble polymer dissolved in a solvent is first formed on a fixed frame 20. Then a dispersion system 14 is supplied to the cells 13, and the liquid film 16 formed in the fixed frame 20 is arranged on the exposed portions of the dispersion system 14 of the cells 13 and on the partitions 12 in a state in which the liquid film is formed in the fixed frame 20.
