PURPOSE: A wall finishing apparatus and method using a cutoff membrane, a wall panel, and a frame member are provided to freely control the installation position of a wall panel, block the penetration of water into a building, and finish a wall without damage to a wall panel. CONSTITUTION: A wall finishing apparatus comprises a frame member(100), a fixing unit(200), a cutoff membrane(300), and a wall panel(500). The frame member comprises a frame body having a square cross section, a reinforcing member which is extended from the frame body and has a hollow, a movement groove which is formed lengthwise on the outer side of the frame body, and a latching member which is formed by being bent inward on the end of the movement groove. The fixing unit comprises a first fixing member having a coupling groove and a second fixing member having a first connection hole. The cutoff membrane is coupled to the coupling groove of the first fixing member of the fixing unit. The wall panel has a coupling plane and a second connection hole which is formed on a coupling plane facing the top of the second fixing member of the fixing unit.
