A time stamp generation part 127 adds to control information for data transfer a time stamp for line control layer synchronization for specifying a control timing when a line is performed control to a line to which the data is transmitted. After that, a packet to which the time stamp for video control layer synchronization and the time stamp for line control layer synchronization is added is transmitted.
