<P>PROBLEM TO BE SOLVED: To switch an image at high speed and with low delay. <P>SOLUTION: A delay controller 24 acquires a synchronization timing indicating a timing for a plurality of communication control units (CCUs) 33 to control a plurality of cameras 31 to be synchronized with one another, the CCUs controlling via a line each of the cameras 31 for transmitting image data. After that, the delay controller 24 determines a reference synchronization timing as a reference for synchronization among the plurality of CCUs 33 based on the synchronization timing for the CCUs 33, and transmits, at that reference synchronization timing, to the CCUs 33 synchronization information used by the CCUs 33 in receiving data from each of the plurality of cameras 31.
