PROBLEM TO BE SOLVED: To provide a wireless communication system, a wireless controller, a wireless base station and a wireless communication method that can suppress reduction of transmission rate of user data in an uplink direction.

SOLUTION: An RNC 120 activates an indicator transmission suppression timer for suppressing transmission of a congestion indicator when a new NB 110 is added as a NB 110 with which a UE 10 communicates. The RNC 120 suppresses the transmission of the congestion indicator to the NB 110 until the indicator transmission suppression timer expires.
