<P>PROBLEM TO BE SOLVED: To provide a level shifter which reduces power consumption by allowing an input side terminal and an output side terminal to be held at the ground potential. <P>SOLUTION: The level shifter converts an input signal IN changing between the ground potential and a second potential level to an output signal OUT changing between the ground potential and a third potential level.
