PURPOSE: An apparatus for sensing inundation and a street lamp including the same are provided to monitor the inundation state of a road by connecting a raindrop detecting sensor, a rainfall measuring sensor, and an ultrasound wave water level sensor. CONSTITUTION: A raindrop detecting sensor(11) detects a raindrop. A rainfall measuring sensor(12) measures rainfall if the raindrop detecting sensor detects the raindrop. If the rainfall measuring sensor measures rainfall more than a first reference value, an inundation water level measuring sensor(13) is activated to measure inundation water level. The inundation water level measuring sensor includes a controller(14) which verifies the inundation state of the road if the measured inundation water level is more than a second reference value.
