<P>PROBLEM TO BE SOLVED: To assign a downlink radio channel without increasing burden on implementation. <P>SOLUTION: An LTE base station 1 determines whether or not timing for setting a logical domain has been reached. When the timing for setting the logical domain has arrived, the LTE base station 1 acquires an uplink traffic amount and a downlink traffic amount for communication with a radio terminal 2.
