PROBLEM TO BE SOLVED: To provide a technology for preventing generation of double imaging and disorder of an edge to express an edge part of a moving object with natural tailing when a still image in a high dynamic range is created from a plurality of still images obtained by continuously shooting the moving object.

SOLUTION: This image processing device creates a high dynamic range image using a plurality of images obtained by photographing the same object with different exposure, and has: an input means for inputting an appropriate exposure image generated with appropriate exposure and inappropriate exposure image generated with except the appropriate exposure; a filter means for performing low-pass filter processing to the inappropriate exposure image; and a synthetic means for creating the high dynamic range image by synthesizing an output image of the filter means with the appropriate exposure image.
