The device has a container formed of a sealed case, where the sealed case comprises a base that is provided with a gas injector. An upper part of the sealed case is provided with an opening bag arranged on a vacuum case. Electrodes are made of silicon and titanium and arranged on a plate inside the sealed case. Rods are made of graphite and ceramics and arranged to maintain a produced plasma in a place by repulsion. Walls of the sealed case are made of metal, where the case is made of glass. An independent claim is also included for a method for producing a plasma.
