<P>PROBLEM TO BE SOLVED: To provide a device for estimating an insulator wear amount of an ignition plug capable of estimating a wear state of an insulator of the ignition plug, and a controller of an internal combustion engine capable of performing appropriate control according to the wear state of the insulator of the ignition plug. <P>SOLUTION: An ECU 50 stores a map that defines information shown in Fig.2. Due to this, it is possible for the ECU 50 to know the frequency of sub-discharge based on an engine speed and an engine load. It is possible to know the number of times of discharge of a sub-discharge electrode 66 by referring to the operation history indicating an engine speed and an engine load with which the operation has been performed hitherto.
