<P>PROBLEM TO BE SOLVED: To cool an upper part of a cylinder block effectively by using cooling water that flows in a cooling water passage of a cylinder head. <P>SOLUTION: A cooling device of an internal combustion engine includes: two cooling water passages provided in the cylinder head; and a communication passage that joins from one of the two cooling water passages to the other of the two cooling water passages through the inside of the cylinder block.
