PROBLEM TO BE SOLVED: To provide a technique for supporting the user of a portable information terminal.

SOLUTION: A management server 100 includes: a control program holding part 194 for storing two or more types of control programs for remotely controlling a device to be controlled by the portable information terminal corresponding to the skill of a user; an equipment information acquisition part 182 for acquiring the equipment information of the device to be controlled; a history acquisition part 183 for acquiring the operation history of the user; a control program determination part 185 for determining the type of the control program to be transmitted on the basis of the operation history; and a version management part 184 for transmitting the control program of the latest version when the version of the control program transmitted to the portable information terminal before is not the latest version. The control program determination part 185 determines the type of the control program to be transmitted on the basis of the operation history of the user again when transmitting the control program of the latest version to the portable information terminal.
