<P>PROBLEM TO BE SOLVED: To provide a developer carrying member capable of quickly giving a toner high triboelectrification properties and capable of inhibiting charge-up of the toner even in a high temperature, high humidity condition or a low temperature, low humidity condition. <P>SOLUTION: The developer carrying member has a substrate and a resin layer formed on the surface thereof.
